Hopefully this will clarify things a little.

The existing control scheme is, reboiler duty controlling tray temperature (6 from bottom), reflux on auto, distillate flow controlling the overheads drum level and the hot gas bypass used for pressure control.

The overriding objective is to reduce the variability in the distillate flow rate which is causing problems in a liquid/liquid tower downstream, and in particular to stop sudden surges in this flow rate when a fin fan is either put in or out of service.
